What are Housing, Land and Property rights? 

Housing, Land and Property rights entitle displaced people to have a safe home, free from the fear of forced eviction, a place that offers safety, and the ability to seek livelihood opportunities. Access to those rights is foundational to socio-economic inclusion and an essential stepping stone for displaced people to rebuild their lives. 

Housing, Land and Property rights also protect people’s relationship or ‘tenure’ over a plot of land, a home or property, and entitle people to claim them or get compensation for the loss of it (right to restitution or compensation). 

How can ICLA help you? 

Finding housing or accessing land while in displacement can be one of the toughest challenges for you. 

NRC’s Information, Counseling and Legal Assistance (ICLA) program provides information and assistance on the tenancy agreement, rights and obligations of the tenant and/or property owner. Also, the program can help you conclude a tenancy agreement. 

We also provide assistance in resolving any dispute between the property owner and the tenant using Collaborative Dispute Resolution techniques (likely to be negotiation or mediation) and we provides information and advice on lawful eviction in order to prevent threat of eviction, and eviction.  There is no cost for NRC’s services.  

Tenancy Agreements

These guides provide advice on residential tenancy agreements in urban areas. It is primarily intended for Ugandan nationals and refugees, and the local authorities working to provide access to adequate housing. It covers the relevant legal framework, the rights and obligations of the parties, and includes a template to assist with tenancy agreements.
